Green Signal for Redevelopment of 17 Dilapidated PMGP Buildings in Andheri East After Years of Delay
In a major breakthrough for thousands of residents awaiting safer homes, the long-stalled redevelopment of 17 dilapidated PMGP buildings in Poornanagar, Andheri East, has finally received the green signal. The Maharashtra Housing and Area Development Authority (MHADA), under the leadership of Vice President and CEO IAS Sanjeev Jaiswal, has approved the long-pending proposal, marking a crucial step forward in Mumbai’s urban renewal efforts.
The decision, taken after years of bureaucratic and logistical challenges, signifies MHADA’s renewed commitment to resolving redevelopment bottlenecks and ensuring dignified, secure housing for residents living in aging and unsafe structures. This development also reflects the growing synergy between administrative authorities and public representatives to accelerate long-delayed infrastructure projects in Mumbai.
MHADA Approves Redevelopment Plans After Years of Stagnation
The much-awaited approval came during a comprehensive review meeting chaired by MP Ravindra Waikar and attended by MHADA Vice President and CEO Sanjeev Jaiswal. The meeting focused on addressing more than 40 long-pending civic and housing-related issues within the Mumbai North-West Lok Sabha constituency.
During the session, it was resolved that the redevelopment of PMGP Buildings Nos. 1 to 17 in Poornanagar, Andheri East, would commence soon after December this year. To ensure resident welfare during the transition period, MHADA will provide a lump-sum rent compensation equivalent to three years, helping families arrange alternate accommodation without financial distress.
This decision comes as a major relief to hundreds of families who have been living in deteriorating structures for decades, awaiting reconstruction and rehabilitation. The project is now poised to transform the neighborhood’s landscape and improve the overall living standards for its residents.
Comprehensive Review of Pending Redevelopment and Rehabilitation Projects
The meeting also reviewed multiple other redevelopment and rehabilitation initiatives under MHADA’s purview. It was decided that MHADA would take an active role in resolving long-pending cases like the Meghwadi Sarvodaya Nagar redevelopment and the Khadakpada plot development in Malad.
In addition, the authority plans to demolish and rebuild the Samarth Nagar transit camp, which has been in poor condition for several years. Similarly, redevelopment plans for Bimbisar Nagar’s Building Nos. 1 to 17 are being prepared to ensure safe and permanent housing for current occupants.
These decisions collectively showcase MHADA’s holistic approach to urban housing—prioritizing safety, structural stability, and long-term sustainability across different localities.
Focus on Rehabilitation and Phased Development
Among other key updates, the rehabilitation proposal for Vanrai Colony has been submitted to the state government for approval. The redevelopment will be executed in phases, with Buildings Nos. 4 to 21 to be reconstructed in the first stage. This phased approach ensures minimal displacement while allowing work to progress efficiently.
Additionally, the state cabinet has already sanctioned the redevelopment of MHADA buildings in Aram Nagar, a long-pending project aimed at modernizing an important residential pocket in suburban Mumbai. Together, these decisions underscore MHADA’s proactive stance in implementing policies that address both immediate housing safety and long-term urban planning.
Officials and Civic Representatives Collaborate for Progress
The high-level meeting witnessed the presence of several senior MHADA officials and former municipal representatives, highlighting a collaborative effort between the administration and local leadership. Key attendees included Mumbai Board CEO Milind Borikar, Deputy CEO Vandana Suryawanshi, and Executive Engineers Rathod and Vihar Bodke.
Former corporators Swapnil Tembavalkar, Raju Pednekar, Sadanand Parab, Sanjay Pawar, Rajul Patel, Pratima Khopde, and Lochana Chavan also participated, providing valuable on-ground perspectives from their respective wards. This participatory approach reflects MHADA’s strategy of maintaining transparency, inclusivity, and local engagement throughout the redevelopment process.
Leadership Driving Change: IAS Sanjeev Jaiswal’s Strategic Approach
Under the leadership of IAS Sanjeev Jaiswal, MHADA has intensified efforts to resolve legacy redevelopment issues that have remained stagnant for years. His administrative experience and commitment to transparent governance have been instrumental in unblocking projects that had been delayed due to procedural hurdles, disputes, or lack of consensus among stakeholders.
By prioritizing timely decision-making and coordination among multiple departments, MHADA has managed to convert policy intent into actionable progress. This renewed administrative momentum aligns with the state government’s broader vision of providing affordable, safe, and modern housing to all sections of society.
Reviving Confidence Among Residents and Developers
Residents of Poornanagar and nearby areas have welcomed the decision with relief and optimism. Many have expressed hope that the redevelopment will not only provide safer housing but also enhance the area’s civic amenities, sanitation, and infrastructure. For developers and construction partners, this decision signals a stable policy environment and administrative support for sustainable redevelopment.
By integrating financial relief measures—such as the three-year rent compensation—MHADA ensures that the redevelopment process remains resident-centric. This helps build trust among communities, a critical factor in the success of cluster and society redevelopment projects across Mumbai.
A Broader Push Toward Urban Renewal
The approval for the Andheri East PMGP redevelopment fits into MHADA’s larger strategy of rejuvenating aging housing stock across the city. Similar projects are already underway in Motilal Nagar, Goregaon, Kamathipura, and Bandra Reclamation, where thousands of residents will benefit from safer and more spacious homes.
Through these ongoing efforts, MHADA is not only rebuilding homes but also restoring confidence in public housing systems. Each redevelopment initiative contributes to a cleaner, safer, and more organized urban ecosystem—helping Mumbai evolve into a model of sustainable and inclusive growth.
A New Chapter for Andheri East and Beyond
MP Ravindra Waikar expressed confidence that the redevelopment of the PMGP buildings will soon transform Andheri East into a more livable and modern residential hub. He emphasized that these redevelopment projects, once initiated, will not only upgrade housing infrastructure but also stimulate local economies, improve sanitation, and boost overall urban quality of life.
For MHADA, this marks another successful milestone in its mission to deliver dignified housing to every Mumbaikar. With clear direction, strong administrative will, and transparent execution, the redevelopment of Andheri East’s PMGP buildings stands as a testament to how effective leadership and community collaboration can redefine the city’s future.
