BMC Moves Ahead With Major Redevelopment Vision for Powai Lake Waterfront

Mumbai’s civic authority has taken a major step toward restoring one of the city’s most recognizable public spaces. The Brihanmumbai Municipal Corporation (BMC) has proposed a ₹1.85 crore (approximately $220,000) consultancy plan to prepare a comprehensive redevelopment blueprint for the Powai Lake promenade.

Under the proposal, AECOM Asia Company Limited may be appointed to design a long-term master plan focused on upgrading public spaces, protecting the environment, and creating a sustainable waterfront destination.

Powai Lake Promenade Set for First Major Upgrade in Nearly Two Decades

The redevelopment proposal comes almost 20 years after the 1.8-kilometer promenade along Adi Shankaracharya Marg (JVLR) was originally developed. Since 2008, the lakeside walkway has received limited investment for maintenance or modernization.

The promenade stretches between Ganesh Ghat and Pawar Wadi immersion points and remains a popular public space despite years of wear and declining infrastructure conditions.

Spread across approximately 223 hectares with a catchment area of 6.61 square kilometers, Powai Lake continues to be one of Mumbai’s most important urban lakes.

Infrastructure Projects Leave Promenade Areas Damaged

The urgency for redevelopment increased after several parts of the promenade were impacted by ongoing infrastructure activities near the lake.

Construction linked to metro access facilities and underground sewer line work has affected sections of the lakeside pathway, leading to concerns from residents and public representatives.

In response, the BMC accelerated efforts to create a long-term redevelopment strategy instead of carrying out temporary repairs.

City Envisions Powai Lake as a Sustainable Urban Destination

According to the proposal, the redevelopment is expected to go beyond beautification. Officials aim to transform Powai Lake into a financially sustainable urban attraction that balances recreation, accessibility, and environmental responsibility.

The civic body plans to appoint a consultant for a four-month period to prepare detailed project designs, redevelopment guidelines, and future implementation plans.

The proposal follows directions issued during a high-level review meeting held in 2025 focused on restoring and revitalizing the lake ecosystem.

Environmental Protection Remains a Core Priority

While redevelopment plans move forward, civic officials have emphasized that environmental preservation will remain central to the project.

Any development along the waterfront is expected to carefully balance public access with ecological protection to minimize impacts on aquatic life and local biodiversity.

Fast-Track Proposal Seeks Direct Consultant Appointment

To speed up execution, the BMC has proposed appointing AECOM Asia without opening the project to public bidding. Officials argue that the company brings specialized expertise in waterfront planning that is not currently available through existing empanelled consultants.

If approved, the consultant will prepare a complete redevelopment roadmap, conduct stakeholder and public consultations, and submit project cost estimates within four months—marking the beginning of Powai Lake’s long-awaited transformation.
