State Clears Development Plan Revisions, Paving the Way for Land Acquisition and Construction of 22.03-km Coastal Road

Mumbai's long-awaited northern Coastal Road project has taken a major step forward after the Maharashtra government approved important changes to the city's Development Plan (DP)-2034. The approval removes a major hurdle for the Versova-Dahisar Coastal Road Project, allowing the Brihanmumbai Municipal Corporation (BMC) to move ahead with land acquisition and project execution.

The decision is expected to improve road connectivity across Mumbai's western suburbs, reduce travel time, and ease traffic congestion by creating a faster north-south transport corridor.

Government Approves DP-2034 Changes for Coastal Road Project

The Maharashtra Urban Development Department (UDD) has officially approved revisions to Mumbai's DP-2034 as proposed by the BMC. These changes are essential for acquiring land required for the construction of the Versova-Dahisar Coastal Road.

Before receiving state approval, the BMC completed all mandatory legal procedures, including inviting public objections and suggestions, and submitted the revised proposal to the government for final clearance.

With this approval in place, the project can now move into its next phase of implementation.

22.03-km Coastal Road to Improve North-South Connectivity

The proposed Versova-Dahisar Coastal Road will cover a total distance of 22.03 kilometers, creating an important transportation corridor along Mumbai's western coastline.

The project includes:

  • 17.57 km coastal road from Versova to the Goregaon-Mulund Link Road (GMLR) connector.
  • 4.46 km GMLR connector linking the coastal route with Mumbai's east-west road network.

Under the revised Development Plan, an additional 11.37-km coastal stretch between the GMLR connector and Dahisar, along with 3.54 km of connecting roads and interchanges, has also been included.

These additions will help create a seamless travel route connecting several key areas of the city.

Earlier Alignment Removed to Support Better Project Design

As part of the approved revisions, the government has removed the previously planned alignment between the GMLR connector and Valnai Metro Station.

Necessary updates have also been made to land reservations and public amenities affected by the revised route. These changes are expected to simplify project execution while ensuring better integration with existing and future infrastructure.

Project to Be Built in Six Construction Phases

The BMC plans to complete the Versova-Dahisar Coastal Road in six separate phases to ensure smooth execution.

The planned construction stages include:

  1. Versova to Bangur Nagar
  2. Bangur Nagar to Mindspace-Malad with GMLR connection
  3. Mindspace to Charkop North Tunnel
  4. Charkop to Mindspace South Tunnel
  5. Charkop to Gorai
  6. Gorai to Dahisar

Building the project in phases will allow construction work to progress more efficiently while reducing disruption to daily traffic.

Future Link With Dahisar-Bhayandar Elevated Road

The new coastal corridor will eventually connect with the proposed Dahisar-Bhayandar Elevated Road, creating a stronger transport network for Mumbai's northern suburbs.

Once completed, the combined road infrastructure is expected to provide:

  • Faster travel between north and south Mumbai
  • Better connectivity with the Goregaon-Mulund Link Road (GMLR)
  • Reduced traffic congestion across western suburbs
  • Improved access to residential and commercial areas
  • More efficient movement for daily commuters
