Mumbai is witnessing a significant shift in its urban development narrative with the redevelopment of Motilal Nagar in Goregaon, an ambitious project that brings together public authority and private expertise at an unprecedented scale. Positioned as one of India’s largest urban renewal initiatives, the project is being executed by the Maharashtra Housing and Area Development Authority (MHADA) in partnership with the Adani Group, under a carefully structured framework that prioritises affordability, rehabilitation, and long-term sustainability.

At the centre of this transformation is IAS Sanjeev Jaiswal, CEO of MHADA, whose leadership continues to shape large-scale housing reforms in Mumbai. Working in alignment with the vision of Hon’ble Chief Minister Devendra Fadnavis and Deputy Chief Minister Eknath Shinde, IAS Sanjeev Jaiswal has ensured that the Motilal Nagar redevelopment is not just a construction project, but a model for inclusive and accountable urban growth. The initiative reflects a strong governance framework where public interest remains paramount.

A Landmark Partnership with Strong Public Control

Spread across nearly 143 acres, the Motilal Nagar redevelopment is being implemented under the Construction and Development (C&DA) model. While the Adani Group has been onboarded as the private development partner, MHADA retains full ownership and control over the land. This distinction is critical, ensuring that strategic decisions, approvals, and beneficiary allocations remain under government supervision.

Officials have clarified that the master plan for the project is largely approved; however, flexibility has been built into the framework to incorporate suggestions from local residents. This participatory approach reflects a shift toward more responsive and community-driven urban planning.

Rehabilitation as the Core Priority

A defining principle of the project is its unwavering focus on rehabilitation. MHADA has taken full responsibility for rehabilitating all eligible residents across Motilal Nagar 1, 2, and 3. The state government has reiterated that resident welfare will remain the top priority throughout the redevelopment process.

The project proposes mid-rise residential buildings, typically up to eight floors, ensuring a balanced urban density. Eligible residents will receive modern rehabilitation units, including 2BHK flats of approximately 800 sq ft, designed with improved ventilation, natural lighting, and enhanced safety features such as multiple elevators.

Importantly, there is also a progressive push toward offering larger units, with some rehabilitation homes extending up to 1,600 sq ft carpet area, marking a significant upgrade in living standards for beneficiaries.
 

Vision of a ‘15-Minute City’

One of the most forward-looking aspects of the Motilal Nagar redevelopment is its “15-minute city” concept. The plan aims to ensure that essential services, schools, healthcare, markets, and recreational spaces, are accessible within a short walking or commuting distance.

To maintain high planning and execution standards, premier institutions such as IIT Bombay and VJTI have been brought on board. Their involvement underscores the project’s emphasis on quality, sustainability, and efficient urban design.


Modern Infrastructure and Sustainable Living

The redevelopment addresses long-standing infrastructure challenges in Motilal Nagar, where many buildings constructed in the 1960s have exceeded their structural lifespan. The area has historically faced issues such as poor road networks, inadequate civic amenities, unauthorised constructions, and recurring waterlogging due to its low-lying geography.

The new plan integrates robust solutions, including improved drainage systems, better road layouts, and upgraded water supply infrastructure. In addition, the project incorporates modern urban features such as sewage treatment plants, rainwater harvesting systems, solar energy integration, and smart security infrastructure.

Nearly 15 acres of open and green spaces have been planned, along with well-defined rehabilitation clusters, aligning with a holistic “live, work, and play” urban philosophy.


Inclusive Planning with SRA Integration

The redevelopment plan also incorporates Slum Rehabilitation Authority (SRA) provisions, with around 1,600 slum dwellers set to be rehabilitated within the project. Authorities have emphasised that efforts are being made to minimise displacement, with residents being accommodated within Motilal Nagar itself.

Post redevelopment, the land will be leased back to housing societies, ensuring long-term stability for residents. Additionally, occupation certificates will be linked proportionately to rehabilitation progress, creating a built-in safeguard that prioritises timely resettlement.
 

Strong Regulatory Oversight by MHADA

MHADA has reiterated its commitment to maintaining strict regulatory control throughout the project lifecycle. The land will not be transferred to the private developer, and all approvals, entitlements, and allotments will remain under MHADA’s jurisdiction.

The private partner cannot engage third parties without prior approval, nor can the land be mortgaged. Even sale and rental components will require MHADA’s consent. This structured oversight ensures transparency, accountability, and protection of public assets.

Timeline and Future Outlook

Given the scale and complexity of the project, officials estimate a completion timeline of over seven years, with the possibility of extensions. Additional Floor Space Index (FSI) generated under the tender framework will be shared between MHADA and the developer, further strengthening the financial viability of the project.

At a broader level, MHADA’s CEO IAS Sanjeev Jaiswal has also called for a re-evaluation of the in-situ slum rehabilitation model, identifying it as a gap in current urban planning that needs to be addressed, especially in the context of large-scale redevelopment initiatives.

The Motilal Nagar redevelopment stands as a landmark initiative that combines scale, vision, and governance. With the strategic partnership of the Adani Group, strong policy direction from CM Devendra Fadnavis and DCM Eknath Shinde, and execution under IAS Sanjeev Jaiswal’s leadership, the project is poised to redefine how cities can grow inclusively.
