Mumbai has taken a decisive step toward large-scale urban transformation with the unveiling of the Motilal Nagar redevelopment master plan in Goregaon. Spread across 143 acres, the project is being positioned as one of the most ambitious redevelopment initiatives in India, aimed at converting an ageing residential cluster into a modern, well-planned township.

The plan was presented by IAS Sanjeev Jaiswal, Vice President and CEO of the Maharashtra Housing and Area Development Authority (MHADA), marking renewed momentum for a project that had remained pending for nearly two decades. Backed by the state government under the leadership of Chief Minister Devendra Fadnavis and Deputy Chief Minister Eknath Shinde, the initiative reflects a strong push toward structured urban renewal and housing expansion in Mumbai.

A Large-Scale Urban Transformation

The Motilal Nagar redevelopment covers Motilal Nagar 1, 2, and 3, colonies originally developed in the 1960s to cater to middle-class housing needs. Over time, the area has faced significant challenges, including ageing buildings, inadequate infrastructure, and unplanned growth.

The redevelopment aims to address these issues through a comprehensive approach that integrates housing, infrastructure, and urban amenities within a single, well-defined framework. The project is being implemented under the Construction and Development Agency (C&DA) model, with the Adani Group appointed as the execution partner through a competitive tendering process.

Resident-Centric Planning Approach

Officials have indicated that while the master plan has largely been finalised, certain elements remain open to modification based on feedback from local residents. This approach reflects a shift toward more inclusive and participatory urban planning.

Rehabilitation remains the central priority of the project, with MHADA taking full responsibility for ensuring that all eligible residents across the three Motilal Nagar clusters are accommodated within the redevelopment.


Walkable ‘5-Minute City’ Model

A key highlight of the project is its adoption of the “5-minute city” concept, designed to bring essential services within close proximity of residential areas. Schools, healthcare facilities, markets, and recreational spaces are planned to be accessible within a short walking distance.

The layout also includes nearly 15 acres of open and green spaces, contributing to improved livability and environmental balance in one of Mumbai’s dense urban zones.


Enhanced Housing and Lifestyle Upgrades

The redevelopment proposes mid-rise residential buildings, typically up to eight floors, ensuring a balance between density and comfort. Eligible residents will be provided with modern 2BHK rehabilitation units of around 800 sq ft, featuring improved ventilation, natural lighting, and upgraded safety infrastructure.

In a significant step toward improving living standards, the plan also includes provisions for larger units, with some homes extending up to 1,600 sq ft carpet area. Commercial occupants will also benefit from dedicated spaces, ensuring continuity of economic activities.

Strong Oversight and Governance

MHADA will retain full ownership of the land, maintaining control over approvals, planning, and allotment processes. The private developer will execute the construction but will operate under strict regulatory oversight.

The framework includes clear safeguards, developers cannot involve third parties or mortgage the land without MHADA’s approval. Even sale and rental components will be subject to regulatory clearance, ensuring transparency and protection of public interest.

Addressing Long-Standing Civic Issues

The redevelopment directly tackles key challenges that have affected Motilal Nagar for decades. The area’s low-lying geography has led to recurring waterlogging, while outdated infrastructure and substandard road networks have impacted overall quality of life.

The new plan incorporates modern drainage systems, improved road layouts, and upgraded water supply infrastructure. It also aims to streamline urban layouts and address unauthorised constructions, creating a more organised and resilient urban environment.

Inclusive Development with SRA Integration

The project includes provisions for the rehabilitation of around 1,600 slum dwellers under the Slum Rehabilitation Authority (SRA) framework. Authorities have emphasised efforts to ensure minimal displacement, with residents being accommodated within the same locality.

Post redevelopment, land will be leased back to housing societies, ensuring long-term security for residents. Occupation certificates will be linked to rehabilitation progress, creating accountability in project execution.

Modern Infrastructure and Sustainability Focus

The proposed township will feature a range of modern amenities, including multi-level parking, sewage treatment plants, rainwater harvesting systems, solar energy integration, and smart security infrastructure.

These features are aligned with contemporary urban planning standards and reflect a broader “live, work, and play” philosophy, aimed at creating a balanced and sustainable urban ecosystem.

Timeline and Future Outlook

Officials estimate that the project will take over seven years to complete, although timelines may extend depending on the scale and complexity of execution. Additional Floor Space Index (FSI) generated through the project will be shared between MHADA and the developer, enhancing financial viability.

Beyond Motilal Nagar, the project is also seen as a model for future redevelopment initiatives across Mumbai. With its scale, planning approach, and emphasis on rehabilitation, it sets a new benchmark for how large urban renewal projects can be executed in India.

As Mumbai continues to evolve, the Motilal Nagar redevelopment stands as a defining step toward creating a more organised, inclusive, and future-ready city, where infrastructure, housing, and quality of life move forward together.
