Maharashtra Government Forms High-Powered Panel to Monitor Soil and Water Conservation Projects in Drought-Hit Areas

The Maharashtra government has introduced a stronger monitoring system to improve soil and water conservation efforts in drought-affected regions across the state. Two state-level committees have been formed to oversee conservation projects, revive the Water Cup initiative and coordinate activities carried out with the support of non-governmental organizations (NGOs).

The decision aims to improve project implementation, speed up administrative decisions and ensure that conservation work delivers meaningful results for rural communities. The monitoring process will also use modern technology, including Geographic Information System (GIS) tools, satellite images and online dashboards, to track progress and maintain transparency.

Soil and Water Conservation Minister Sanjay Rathod announced the decision on Monday. The Soil and Water Conservation Department issued a Government Resolution (GR) on November 2, 2026, outlining the structure and responsibilities of the two committees.

Maharashtra Government Strengthens Drought Management Through Water Conservation

The decision comes after below-average rainfall across several parts of Maharashtra during the 2026 monsoon season, which affected Kharif crop activities and increased concerns about water availability.

The government has declared drought conditions in talukas where Trigger-1 was implemented and extended various relief measures and concessions to affected areas. Along with immediate assistance, the state is focusing on long-term solutions through soil and water conservation projects.

These projects will help improve groundwater levels, increase water storage and strengthen rural water security. The government also plans to encourage greater public participation so that local communities can actively contribute to conservation activities.

Chief Minister to Lead High-Powered Committee for Statewide Monitoring

A state-level high-powered committee has been established under the chairmanship of the Chief Minister of Maharashtra. Both Deputy Chief Ministers will serve as co-chairpersons, while ministers from key departments will participate as members.

The committee will include ministers responsible for Soil and Water Conservation, Agriculture, Rural Development and Panchayat Raj, Water Resources and Command Area Development, Water Supply and Sanitation, and the Employment Guarantee Scheme.

The Secretary of the Soil and Water Conservation Department will act as the member secretary.

The main responsibility of this committee will be to review conservation projects undertaken in drought-affected regions and monitor their progress. It will also assess the public participation campaign developed through the Water Cup initiative and provide guidance to improve its implementation.

Executive Committee to Speed Up Project Implementation

Along with the high-powered committee, the government has formed a state-level executive committee under the leadership of the Principal Secretary of the Water Resources Department.

The executive committee will include Additional Chief Secretaries, Principal Secretaries and Secretaries from important departments, including Water Resources, Agriculture, Forest, Rural Development, Finance, Water Supply and Sanitation, Employment Guarantee Scheme, and Soil and Water Conservation.

This committee will focus on coordination between departments and help resolve administrative and operational challenges. It will also issue necessary instructions to ensure that decisions taken by the high-powered committee are implemented properly.

To maintain regular oversight, the executive committee will meet at least once every month. These meetings will help officials review ongoing activities, identify delays and take timely decisions to keep projects moving forward.

Water Cup Initiative to Encourage Community Participation

The Maharashtra government also plans to revive the Water Cup competition, which was implemented with the support of the Paani Foundation.

The initiative encourages villages and local communities to participate in water conservation activities, including watershed development, rainwater harvesting and other measures that improve water availability.

The government will also encourage voluntary organizations, including the Paani Foundation and Chandra Foundation, to participate in soil and water conservation projects.

By involving local communities and experienced organizations, the state aims to create greater awareness about water management and encourage villages to take responsibility for protecting their natural resources.

GIS Mapping and Satellite Images to Improve Transparency

Technology will play an important role in monitoring conservation projects, particularly those implemented with the support of NGOs.

The government plans to use GIS technology, satellite imagery, mobile-based monitoring systems and online dashboards to track project activities and assess their progress.

These digital tools will help officials monitor work more effectively, verify project developments and identify areas that require attention. They will also improve transparency and accountability by making it easier to review project information.

Focus on Long-Term Water Security in Maharashtra

The formation of the two committees reflects Maharashtra's focus on improving drought preparedness through coordinated planning, regular monitoring and public participation.

By combining government departments, voluntary organizations, local communities and technology, the state aims to strengthen its soil and water conservation efforts.

The monthly review mechanism and digital monitoring systems are expected to support better implementation and faster decision-making. These measures will also help build stronger water resources in drought-prone regions and support farmers and rural communities in managing future rainfall shortages.
