Maharashtra Plans New Maritime Development Policy to Boost Ports, Shipbuilding and Coastal Shipping

Maharashtra is preparing a new maritime development policy to strengthen its port infrastructure, attract major investments and expand coastal shipping. The proposed policy aims to make the state a leading maritime hub by creating a business-friendly environment and encouraging investment in shipbuilding, port development and related industries.

State Fisheries and Ports Development Minister Nitesh Rane announced the government's plans at the FICCI Maritime India Conference held in Mumbai on Monday. He said the upcoming policy would focus on making investments easier through a single-window clearance system.

Maharashtra Plans Investor-Friendly Maritime Policy With Single-Window Clearances

The state government wants to introduce one of the most investment-friendly maritime policies in the country. The proposed single-window clearance mechanism is expected to simplify approval processes, reduce delays and encourage domestic and international companies to invest in Maharashtra's maritime sector.

The initiative comes as Maharashtra competes with Andhra Pradesh, Gujarat and Tamil Nadu to expand port facilities, attract shipbuilding companies and develop stronger coastal shipping networks.

By improving infrastructure and simplifying business procedures, the government aims to create more opportunities for companies looking to enter India's growing maritime industry.

₹26,000 Crore Shipyard Project to Strengthen Maharashtra's Shipbuilding Sector

As part of its maritime development plans, Maharashtra recently signed a Memorandum of Understanding (MoU) with Mazagon Dock Shipbuilders Limited for a proposed shipyard project worth ₹26,000 crore.

The project is expected to strengthen the state's shipbuilding capabilities and support the development of a wider maritime industrial network.

Minister Nitesh Rane also highlighted the importance of attracting ancillary industries. These businesses can provide equipment, engineering services, technology and other essential support to shipyards and port operations.

The government's broader objective is to develop a complete maritime ecosystem that supports manufacturing, logistics, employment and industrial growth.

Maharashtra in Talks With Dutch Companies for Minor Port Development

Maharashtra is also exploring international partnerships to improve its port infrastructure. According to Rane, the state government is in discussions with Dutch companies regarding the development of minor ports.

Such partnerships could bring international expertise, advanced technology and investment opportunities to the state's coastal infrastructure projects.

The development of minor ports is expected to support regional trade, improve cargo movement and create additional opportunities for coastal communities and businesses.

Mumbai Metropolitan Region Water Transport System Targeted for 2028

Along with port and shipyard development, the Maharashtra government is working to expand water-based transportation across the Mumbai Metropolitan Region (MMR).

The proposed water transport network is expected to provide another travel option for people across the region. It could also help improve connectivity between coastal locations and support the development of a more integrated transport system.

According to the minister, the water transport system is expected to be ready by 2028.

New Maritime Policy Aims to Position Maharashtra as a Major Maritime Investment Destination

Through its proposed maritime policy, shipyard investments, international partnerships and water transport projects, Maharashtra is working to strengthen its position in India's maritime sector.

The focus on faster approvals, modern port infrastructure and supporting industries could help attract new businesses and create employment opportunities.

With competition growing among coastal states, Maharashtra's new policy is expected to play an important role in expanding its maritime capabilities and supporting long-term economic development.
