Navi Mumbai Eyes ‘Zero Dust City’: 18-Month Plan Targets Pollution With Data-Driven Strategy
Navi Mumbai is set to take a major step towards cleaner air as the Navi Mumbai Municipal Corporation (NMMC) prepares to introduce an ambitious ‘Zero Dust Policy’ aimed at transforming urban environmental management.
The proposal, which will be presented at the upcoming General Body meeting, outlines a comprehensive 18-month roadmap focused on reducing pollution levels, stabilising Air Quality Index (AQI), and building a long-term, data-backed monitoring system.
A Scientific Approach to Air Quality Management
The plan, spearheaded by House Leader Sagar Naik, shifts the focus from reactive measures to a proactive and data-driven model.
At its core is the development of a citywide air monitoring network, including:
- Continuous Ambient Air Quality Monitoring Stations (CAAQMS)
- Ward-level pollution sensors
- Real-time tracking of pollutants like PM2.5, PM10, SO₂, NOx, CO, and ozone
This system will also integrate meteorological data to better understand pollution patterns and seasonal variations.
‘Zero Dust Policy’ at the Centre
One of the most impactful elements of the proposal is the ‘zero-exposed soil’ policy, which aims to eliminate dust at its source.
Key measures include:
- Covering all open soil areas using paving, grass, or vegetation
- Strict dust control at construction sites through water spraying and material covering
- Improved road cleaning systems and drainage infrastructure
By targeting exposed soil and construction dust, the plan directly addresses one of the largest contributors to urban air pollution.
Identifying and Controlling Pollution Sources
The proposal goes beyond surface-level solutions by identifying major pollution contributors across the city, such as:
- Road dust
- Construction activities
- Vehicular emissions
- Industrial pollution
- Diesel generators
- Open waste burning
Advanced tracking tools and surveillance systems, including cameras, will be used to monitor and regulate these sources effectively.
Phased Implementation Over 18 Months
The strategy will be rolled out in stages:
- Monitoring Phase – Setting up infrastructure and identifying hotspots
- Analysis Phase – Studying pollution patterns using collected data
- Action Phase – Implementing targeted interventions
This phased approach ensures measurable and sustainable improvements rather than short-term fixes.
