CIDCO Fast-Tracks 100-Hectare ‘International Educity’ in Panvel as Global Universities Sign On and E-Tendering Begins
CIDCO has moved decisively to accelerate one of Navi Mumbai’s most ambitious education infrastructure projects: the 100-hectare International Educity at Kundevahal in Panvel. The corporation has begun land development and initiated the e-tendering process, marking a major step toward creating a world-class hub that will bring leading foreign university campuses to India. The move aligns with Navi Mumbai’s rapid transformation into a global destination for education, innovation, and international collaboration.
Designed under CIDCO’s Centre of Excellence (COE) initiative, the proposed Educity integrates education, healthcare, sports, and skilling within a single ecosystem. Its scale and strategic location near the upcoming Navi Mumbai International Airport position it as a cornerstone project for the region’s emerging global identity.
A Landmark Vision with a Global University Cluster
CIDCO Vice-Chairman and Managing Director Vijay Singhal described the Educity as a “ground-breaking initiative” intended to reshape India’s higher education landscape. By bringing over 10 international universities into one integrated campus, the project aims to offer Indian students unprecedented access to global academic standards and multicultural learning environments.
Singhal emphasised CIDCO’s commitment to timely execution, highlighting that an international university cluster of this scale would be unlike anything currently operational in the country. The Educity’s model introduces a new dimension to global academic partnerships by blending international expertise with India’s growing demand for high-quality, future-ready education.
MoUs Signed with Five Global Institutions
The foundation for international collaboration has already been laid. On June 14, CIDCO and the Government of Maharashtra signed Memorandums of Understanding and Letters of Intent with five prestigious global institutions: the University of York, University of Aberdeen, University of Western Australia, Illinois Institute of Technology, and Istituto Europeo di Design (IED).
These agreements set the stage for the universities to establish full-fledged campuses in Navi Mumbai, offering programs that match global benchmarks in research, design, technology, and interdisciplinary learning. The partnerships signal strong international confidence in the Educity vision and position Navi Mumbai as a rising global academic destination.
Strategic Location and Airport Proximity Strengthen Appeal
Spread across 100 hectares, the Educity site’s proximity to the Navi Mumbai International Airport — just 3 to 4 kilometres away — is a major strategic advantage. For global universities, seamless international connectivity often determines campus viability. For students and faculty, such proximity enhances access to international exchange programs, visiting scholars, and global industry linkages.
The site is positioned near some of Navi Mumbai’s most critical infrastructure corridors, including the Multi-modal Corridor, Samruddhi Highway, Mumbai–Pune Expressway, Aero-City, NAINA, and Kharghar Corporate Park. These linkages ensure that the Educity is integrated into the region’s broader economic and mobility network, enhancing the appeal for both domestic and international stakeholders.
Phased Land Development Already Underway
CIDCO has begun levelling the land across four parcels for phased allotment. Work is currently underway on Part-1 and Part-2, covering 50 hectares. The corporation is also developing 45-metre and 30-metre approach roads to ensure smooth access.
Once completed, the Educity complex will receive direct 45-metre road connectivity from NH-348 (NH-4B) through JNPT Road. This level of road infrastructure demonstrates CIDCO’s intent to future-proof mobility in and around the site as the Educity transforms into a major institutional zone over the coming years.
A Multi-Dimensional Ecosystem for Education and Innovation
The International Educity is envisioned to house not only academic institutions but also associated research centres, healthcare facilities, sports infrastructure, and industry-partnered skill-development hubs. By clustering these components together, CIDCO aims to create a vibrant knowledge-based ecosystem that supports learning, innovation, and entrepreneurship.
The inclusion of foreign universities is expected to accelerate the integration of global curricula, research collaborations, and student mobility programs — areas where Indian higher education institutions have traditionally faced structural limitations.
Metro Connectivity in the Pipeline to Boost Accessibility
Looking ahead, CIDCO is planning Metro Line M-24, a crucial mobility link that will extend from the Navi Mumbai International Airport to Panvel Railway Terminus and further into NAINA. The proposed metro line will directly connect Aerocity and the Educity, enabling fast and reliable mass-transit access for students, faculty, airport passengers, and local residents.
This planned metro integration underscores the emphasis on building multimodal connectivity around the Educity. For large educational districts, such investments play an essential role in shaping long-term liveability, ease of movement, and institutional growth.

The rapid progress on the Educity reflects CIDCO’s strategic vision for shaping Navi Mumbai into a global education and innovation hub.
