BMC Approves MHADA Land Reservation Change Near Bandra Reclamation

Proposal to Convert Existing Playground Reservation into Exhibition and Convention Facility Faces Opposition

Mumbai's civic administration has approved a proposal to change the reservation status of a MHADA-owned plot near Bandra Reclamation, triggering a sharp debate between ruling alliance members and opposition corporators.

The proposal seeks to replace the current playground reservation with a convention and exhibition center designation. While supporters argue that the move restores the site's original intended use, opposition leaders claim Mumbai cannot afford to lose another valuable open space.

Standing Committee Gives Green Signal Despite Objections

The land in question is currently under the ownership of the Maharashtra Housing and Area Development Authority (MHADA). Under the Development Plan (DP) 2034, the plot was categorized as a playground and sports ground.

However, civic officials and members of the ruling front stated that the property had originally been reserved for a convention center before the DP 2034 revisions. They argued that the latest proposal simply restores the site's earlier designation.

MHADA Requests Restoration of Original Land Use

According to civic records, MHADA formally approached the Brihanmumbai Municipal Corporation (BMC) seeking a revision of the existing reservation. The housing authority requested that the playground designation be removed and the plot once again be reserved for a convention and exhibition complex.

Officials supporting the proposal noted that there is currently no major convention center facility in the surrounding Bandra Reclamation area, making the project important for future public events and exhibitions.

Opposition Raises Concerns Over Loss of Open Spaces

Opposition members strongly opposed the decision, citing Mumbai's ongoing shortage of playgrounds and recreational spaces.

Local corporator Raja Rahebar Khan questioned the need for the reservation change, arguing that the land has already been serving the community as a sports facility.

According to Khan, the plot had been developed with boundary walls and was allotted to the Mumbai Football Association, where it has been actively used as a football ground. Additional turf facilities have also been created to allow children to play cricket and other sports.

He argued that preserving open spaces should be a priority, especially in a city where public playgrounds are becoming increasingly scarce.

Congress Questions Planning Decisions

Congress corporator Ashraf Azmi also challenged the proposal and raised concerns about the planning process.

He questioned why the civic administration had classified the land as a playground under DP 2034 if it intended to restore the earlier reservation later. Azmi reiterated his party's opposition to any move that converts playgrounds or recreational grounds into other forms of development.

The opposition maintained that once land is reserved for public recreation, changing its purpose should only happen when there is a clear public need and broad community support.

Ruling Members Defend the Move

Members of the ruling side defended the proposal, emphasizing that the land belongs to MHADA and was historically intended for a convention center.

BJP corporators Swapna Mhatre and Sandeep Patel stated that restoring the original reservation would not be inappropriate because the property had previously been designated for such a facility before planning revisions altered its status.

Supporters also highlighted the potential benefits of developing a convention and exhibition center, including creating a venue for large-scale events, conferences, and public gatherings in the Bandra area.

Balancing Development and Open Spaces Remains a Challenge

The approval of the reservation change highlights a larger debate in Mumbai's urban planning landscape. As the city continues to grow, authorities face increasing pressure to balance infrastructure development with the preservation of open spaces and recreational facilities.

While supporters view the convention center proposal as a step toward enhancing public infrastructure, critics fear it may come at the cost of much-needed sports and community spaces.
