Mumbai Infrastructure Update: MSRDC Plans Separate Contractor For ₹1,722-Crore Pali Hill Sea Link Connector

The Maharashtra government has approved a 3.55-km, four-lane connector linking the Versova-Bandra Sea Link with Pali Hill in Bandra West. MSRDC will appoint a separate contractor after receiving Coastal Regulation Zone clearances, with the ₹1,722.40-crore project aimed at reducing traffic congestion on existing approach roads.

Mumbai, October 9, 2026: The Maharashtra State Road Development Corporation (MSRDC) is preparing to develop the proposed Pali Hill connector to the Swatantryaveer Savarkar Sea Link, also known as the Versova-Bandra Sea Link, as an independent infrastructure project. A separate contractor is expected to be appointed once the necessary Coastal Regulation Zone (CRZ) approvals are secured, according to MSRDC chief officer Anil Kumar Gaikwad.

The planned road link is intended to strengthen connectivity between the sea link and Pali Hill in Bandra West, where motorists frequently face delays due to limited road capacity and heavy traffic. At present, commuters can spend approximately 20 to 30 minutes travelling the 2.6-km stretch between the sea link toll plaza and Pali Hill.

The existing approach roads are largely limited to one lane in each direction, contributing to congestion, particularly during busy hours. The proposed connector is expected to provide an additional route and improve traffic movement in the area.

Maharashtra Government Approves ₹1,722.40-Crore Project

The state government has granted administrative approval for the Pali Hill connector, which is planned near Bandra Fort, opposite Hotel Taj Lands End.

According to a government resolution issued on July 28, the estimated project expenditure stands at ₹1,722.40 crore. Of this amount, ₹1,183.79 crore has been earmarked for civil construction, while the remaining funds will be allocated towards other associated expenses and Goods and Services Tax (GST).

The appointment of a dedicated contractor is expected to take place after the required CRZ clearances are obtained, allowing the project to move forward through a separate implementation process.

Four-Lane Road To Improve Connectivity In Bandra West

The proposed connector will span 3.55 km and feature four lanes, with two lanes planned for each direction. Its design incorporates the main road section, connecting ramps and loops to facilitate traffic movement between the sea link and the Bandra West neighbourhood.

The main carriageway is planned to measure 1.269 km. The design also includes a 175-metre loop, along with ramps measuring between 214 metres and 365 metres.

Once developed, the connector is intended to address bottlenecks on the existing approach roads and provide motorists with improved access to Pali Hill. The project forms part of efforts to strengthen Mumbai's road infrastructure and improve connectivity around the Versova-Bandra Sea Link.
