Maharashtra, Tata Group Prepare Time-Bound Roadmap for $11 Billion AI Innovation City Near Navi Mumbai Airport

300-Acre AI Innovation City Planned as Major Technology and Digital Infrastructure Hub

The Maharashtra government and Tata Group are working on a time-bound roadmap to speed up the development of a proposed $11 billion AI Innovation City near Navi Mumbai International Airport. The 300-acre project is expected to become a major center for artificial intelligence, advanced computing and digital industries.

The initiative is part of Maharashtra’s broader plan to strengthen its technology ecosystem and attract large-scale investments in emerging sectors. The planned city is expected to bring together advanced infrastructure, technology companies, skilled professionals and supporting institutions.

AI Innovation City to Include Data Centers and High-Performance Computing

The proposed AI Innovation City is expected to include large AI data centers, high-performance computing facilities, semiconductor-related activities and Global Capability Centres (GCCs).

Kaustubh Dhavse, Chief Advisor for Investments and Strategy to Maharashtra Chief Minister Devendra Fadnavis, said the state is focused on moving quickly from investment announcements to large-scale execution.

Speaking at the 6th Real Estate & Infrastructure Investors’ Summit (REIIS) 2026 organized by NAREDCO Maharashtra at the Jio Convention Centre, Dhavse highlighted the importance of Maharashtra’s existing infrastructure in supporting the next phase of growth.

He said the state now has an opportunity to take Mumbai, Maharashtra and India to the next level by building on the momentum already created.

Maharashtra Strengthens Its Data Center and Digital Infrastructure Network

Data centers are expected to play a key role in the proposed technology ecosystem. Dhavse said Maharashtra currently accounts for about 66% of India’s data center capacity, giving the state a strong foundation for expanding AI and digital infrastructure.

The Innovation City is expected to build on this advantage by bringing advanced computing and technology-driven businesses closer to the Navi Mumbai International Airport and the wider Mumbai Metropolitan Region.

Universities and Knowledge Institutions to Support AI Growth

The government also plans to develop a strong talent and knowledge ecosystem around its technology initiatives.

Universities, healthcare facilities and knowledge institutions are expected to support the AI ecosystem by helping create a skilled workforce for artificial intelligence, advanced technology and other emerging industries.

Maharashtra’s broader AI strategy also includes six Centres of Excellence and AI Innovation Regions across the state. These initiatives are aimed at encouraging innovation, research and technology-based economic growth.

Policy Stability and Infrastructure Key to Attracting Investment

Dhavse also stressed the importance of predictable policies, effective execution and strong infrastructure to turn investment commitments into real economic opportunities.

The proposed AI Innovation City is expected to support new businesses, create employment opportunities and strengthen Maharashtra’s position as a leading destination for technology and digital investments.

Infrastructure Development Driving Mumbai 3.0 Growth

The REIIS 2026 summit also examined how infrastructure and real estate development can create new economic centers across Mumbai and the wider Mumbai Metropolitan Region.

Pranav Adani, Director of Adani Enterprises, said the combination of infrastructure and real estate would play an important role in supporting India’s next phase of economic growth.

Gautam Singhania, Chairman of Raymond Realty, said infrastructure-led development is changing Mumbai and the MMR by creating opportunities in new areas.

Dr. Niranjan Hiranandani, Chairman of NAREDCO India, described the “Mumbai 3.0” vision as a major opportunity to develop new growth centers across the region.

Kamlesh Thakur, President of NAREDCO Maharashtra, said redevelopment should go beyond housing and focus on creating complete, livable communities supported by strong physical and social infrastructure.

Navi Mumbai Emerging as a Major Technology Growth Center

With the proposed AI Innovation City, airport connectivity and expanding digital infrastructure, Navi Mumbai is positioned to play a larger role in Maharashtra’s future technology and economic development.

The time-bound roadmap being prepared by the Maharashtra government and Tata Group is expected to provide a clear path for implementing the $11 billion project and developing a large-scale AI and innovation ecosystem near Navi Mumbai International Airport.
