Maharashtra CM Fadnavis Proposes Maha CSR Authority to Improve Corporate Fund Utilization

New Authority Could Bring Greater Transparency and Coordination to CSR Projects

Maharashtra Chief Minister Devendra Fadnavis has proposed the creation of a dedicated ‘Maha CSR Authority’ to improve the coordination, monitoring, and transparent use of Corporate Social Responsibility (CSR) funds across the state.

On Friday, Fadnavis directed state officials to prepare a detailed proposal for the new authority. The move is aimed at bringing different CSR initiatives onto a common platform and ensuring that funds are directed toward projects that can deliver meaningful benefits to communities.

Maha CSR Authority to Create a Unified CSR Platform

Chief Minister Fadnavis observed that CSR activities are currently being carried out independently by different organizations and agencies. A central authority, he said, could help connect these efforts and create a more organized system for planning and implementing CSR projects.

Under the proposed structure, the Chief Minister will head the authority. Senior state government officials and representatives from the industry will be part of its Governing Council.

The Chief Executive Officer of the authority will serve as the Member-Secretary of the Governing Council and also lead the Executive Council.

Project Bank to Connect Companies with Priority Projects

One of the key features of the proposed Maha CSR Authority will be the creation of a high-quality CSR project bank.

The project bank will include projects based on the priorities of the Maharashtra government. Companies and non-governmental organizations (NGOs) will be able to access the list and identify projects that match their CSR objectives.

The system could make it easier for companies to select credible projects while helping the state attract CSR funding toward areas where it is most needed.

Support for SMEs and Better NGO Selection

The proposed authority will also support eligible small and medium-sized enterprises (SMEs) in identifying suitable CSR projects and NGOs.

This could be particularly useful for smaller companies that want to meet their CSR responsibilities but may not have dedicated teams to identify and evaluate projects.

The authority is also expected to promote successful CSR models and encourage organizations to adopt effective practices across Maharashtra.

Focus on Long-Term Maintenance of CSR Projects

A major focus of the proposed initiative will be the maintenance and repair of projects created through CSR funding.

Fadnavis noted that several projects become non-functional after a few years because sufficient funds are not available for their maintenance. He directed officials to ensure that the proposed authority gives priority to the upkeep and repair of older CSR-funded projects.

This approach could help protect previous investments and ensure that community projects continue to provide benefits over the long term.

CSR Funding Could Support Priority Government Projects

The proposed Maha CSR Authority is also expected to help provide financial support to priority government projects through CSR contributions whenever required.

By creating a structured connection between government priorities, companies, NGOs, and CSR resources, the initiative could improve the overall impact of corporate social spending in the state.

‘Diaspora Connect’ Could Expand CSR Participation

Chief Minister Fadnavis also suggested exploring the idea of ‘Diaspora Connect’ to bring Maharashtrians living outside the state and abroad into social development initiatives.

The concept could provide another avenue for mobilizing CSR and social development funding while encouraging people with connections to Maharashtra to contribute to projects in the state.

A More Organized Future for CSR in Maharashtra

The proposed Maha CSR Authority represents an effort to make CSR spending more coordinated, transparent, and result-oriented. With a dedicated project bank, stronger monitoring, support for SMEs and NGOs, and greater attention to project maintenance, the initiative could help Maharashtra make better use of available CSR resources.

If implemented effectively, the proposed authority could create a stronger partnership between the government, corporate sector, NGOs, and the wider Maharashtrian community to support projects with lasting social value.
