MHADA to Lead Pratiksha Nagar Cluster Redevelopment
The Maharashtra Housing and Area Development Authority (MHADA) is preparing to redevelop Pratiksha Nagar in Sion through an Engineering, Procurement and Construction (EPC) model. Instead of giving the entire project to a private developer, MHADA plans to manage the redevelopment directly and appoint a contractor to construct the new buildings.
The proposed plan covers the approximately 25-hectare Pratiksha Nagar layout and is expected to be sent to the state Housing Department for approval. The move could give MHADA greater control over the project's development, construction standards and future housing stock.
MHADA Could Retain Additional Housing Units
One of the key features of the EPC model is that MHADA would retain the additional homes created through redevelopment. These units could later be used to support affordable housing programs in Mumbai.
The approach is different from the Construction and Development Agency (C&DA) model. Under the C&DA system, private developers generally finance and execute redevelopment projects and receive a share of the newly developed housing stock.
MHADA has used the C&DA model for several major projects, including Motilal Nagar, Abhyudaya Nagar, Bandra Reclamation, Adarsh Nagar in Worli and GTB Nagar.
With limited vacant land available for new affordable housing in Mumbai, retaining additional homes could provide MHADA with more housing stock for future schemes.
Pratiksha Nagar Has Around 10,000 Residential Homes
The Pratiksha Nagar layout spans about 25 hectares and includes 216 buildings with approximately 10,000 residential flats.
Around 90 buildings currently serve as transit accommodation, while other buildings were allotted to beneficiaries through various MHADA housing lottery programs.
The first stage of redevelopment is expected to focus on older and dilapidated structures, particularly aging transit buildings that have remained in use for many years. Around 5,508 residents currently live in the transit camp.
MHADA is also examining alternative transit accommodation for families identified as encroachers while their legal matters are being considered.
New Plan to Improve Infrastructure and Open Spaces
The cluster redevelopment approach could allow MHADA to plan Pratiksha Nagar as one integrated development instead of handling individual buildings or housing societies separately.
This could help coordinate roads, common infrastructure, open spaces and public amenities across the larger layout. The redevelopment is also being planned with consideration for the condition and age of existing buildings.
Under the leadership of MHADA Vice President and CEO IAS Sanjeev Jaiswal, the authority is pursuing redevelopment approaches that keep large housing projects under its direct oversight while creating opportunities for additional housing stock.
Habitable Buildings May Continue for Now
Not every building in Pratiksha Nagar is expected to be demolished immediately. Structures that were constructed around 15 years ago and remain fit for habitation are not currently included for immediate demolition under the proposed plan.
This approach would allow MHADA to focus initial redevelopment efforts on buildings that require greater attention while retaining structures that remain suitable for use.
EPC Model Could Give MHADA Greater Project Control
Under the proposed EPC arrangement, MHADA would continue to control the Pratiksha Nagar layout, while an appointed contractor would undertake construction for an agreed cost.
This structure could allow the authority to retain greater control over the overall development while avoiding the need to transfer the project to a private developer.
The additional homes generated through the redevelopment could also become an important resource for future affordable housing initiatives in Mumbai.
Pratiksha Nagar Project Still Awaits Approvals
The redevelopment remains in the planning and approval phase. Administrative approvals are still pending, and the tendering process has not yet begun.
As a result, MHADA has not announced a confirmed construction start date or project completion schedule.
The proposed EPC model represents a significant step in the planning of Pratiksha Nagar's cluster redevelopment. If approved, the project could transform the Sion layout while allowing MHADA to retain additional housing units for future public housing programs.
MHADA's project information also records earlier development at Pratiksha Nagar, including transit, LIG, MIG and HIG housing units.
