MHADA Redevelopment Portal to Track Projects, Target NOC Approval Within 3 Months

MHADA Redevelopment Portal to Track Projects, Target NOC Approval Within 3 Months

New Digital Platforms Aim to Speed Up Mumbai Redevelopment, Improve Transparency, and Expand Affordable Housing

The Maharashtra Housing and Area Development Authority (MHADA) is planning to introduce new digital portals to speed up redevelopment projects across Mumbai and the Mumbai Metropolitan Region (MMR). The proposed platforms will help officials track construction progress, simplify approvals, and make essential services more accessible to developers and residents.

MHADA CEO and Vice President Sanjeev Jaiswal IAS announced the plans at a redevelopment conference and stakeholder meeting in Bandra. One of the key initiatives is a dedicated redevelopment monitoring portal, along with an online system designed to reduce the time required to issue No Objection Certificates (NOCs) for the redevelopment of old, dilapidated cessed buildings.

The new system aims to reduce the NOC approval timeline from approximately 14 months to just three months, making the redevelopment process faster and more transparent.

New MHADA Portal to Track Redevelopment Projects Online

MHADA is developing a dedicated portal to monitor ongoing redevelopment and group redevelopment projects on its land. The platform will improve coordination between MHADA's building permission department, developers, architects, and engineering teams.

Under the proposed system, developers and architects will need to submit project progress reports every three months after receiving a commencement certificate. They will also be required to upload three photographs showing the latest construction status.

MHADA's executive engineers will be able to access updated project information online with a single click. This will make it easier to monitor construction activities, review project progress, and identify possible delays at an early stage.

The initiative is expected to improve accountability and help officials manage redevelopment projects more efficiently.

MHADA Targets NOC Approval Within Three Months

Obtaining an NOC for the redevelopment of old cessed buildings in Mumbai can currently take around 14 months. The process is largely handled offline, which can lead to delays in document verification and approvals.

To address this challenge, MHADA plans to introduce a separate online portal through its Mumbai Building Repair and Reconstruction Board.

The proposed platform will use modern digital technologies to simplify the application and approval process. Key features will include Geographic Information System (GIS) technology to identify buildings, Optical Character Recognition (OCR) to verify documents, automated validation, and digital systems for consent and approvals.

These features are expected to reduce paperwork, improve transparency, and speed up decision-making. MHADA has set a target of bringing the NOC approval timeline down to three months through the proposed digital system.

MHADA Plans 8 Lakh Homes by 2030

The redevelopment initiatives are part of MHADA's broader efforts to increase housing availability across the Mumbai Metropolitan Region.

During the conference, Jaiswal said NITI Aayog has identified the MMR as a growth hub for the housing sector. The region aims to develop approximately 30 lakh affordable homes by 2030, with MHADA taking responsibility for 8 lakh of these homes.

To support this target, MHADA is encouraging greater participation from developers and construction companies in redevelopment and affordable housing projects. The authority has also organized investment and redevelopment conferences to attract industry participation and discuss ways to accelerate housing development.

Jaiswal also urged stakeholders to follow appropriate pollution control measures during redevelopment activities. He encouraged industry representatives to recommend changes to the Unified Development Control and Promotion Regulations (UDCPR) that could support the construction of more affordable homes in the future.

Online Portal to Simplify MHADA Plot Rent Payments

MHADA is also developing a digital platform for its leased plots. Once launched, the portal will allow eligible users to access information about leased land, pay annual plot rent online, and renew leases without visiting government offices.

The planned service is expected to be available 24 hours a day, offering greater convenience to plot holders. It will also create digital records of leased properties and improve transparency in rent payments and lease renewals.

This initiative is another step toward making MHADA's services more accessible through online platforms.

New Rental Housing Policy Under Development

Alongside redevelopment and digital service improvements, MHADA is working on a separate portal for rental housing.

At the conference, MHADA Chief Engineer Anil Ankalgi presented a draft rental housing policy focused on increasing the availability of rental homes. The initiative is intended to support housing options for people who need rental accommodation across the region.

Senior MHADA officials and representatives from construction industry organizations, including MCHI, CREDAI, and NAREDCO, attended the meeting to discuss redevelopment, housing supply, and opportunities for industry collaboration.

Digital Push Aims to Accelerate Mumbai Redevelopment

MHADA's proposed portals are expected to make redevelopment monitoring, NOC approvals, plot rent payments, and lease renewals more convenient and transparent. By moving key processes online, the authority aims to reduce administrative delays and improve coordination with developers and other stakeholders.

If implemented as planned, the initiatives could support faster redevelopment of aging buildings, encourage investment in affordable housing, and help MHADA work toward its target of delivering 8 lakh homes by 2030. The three-month NOC timeline remains a target for the proposed system, while the new portals are being developed.
