
Maharashtra Govt Launches ‘Garuda Drishti’ to Combat Cybercrime and Online Hate
Mumbai, August 2025 — Maharashtra has taken a significant leap forward in the fight against cybercrime and online hate with the launch of its advanced ‘Garuda Drishti’ system. The state’s new social media monitoring and cyber intelligence tool is designed to detect, track, and act swiftly against criminal activities online, including the spread of communal hatred, fake news, and financial frauds.
The initiative was formally launched by Chief Minister Devendra Fadnavis, who emphasized that Maharashtra now has access to world-class technology to curb cyber and social media-related crimes. Speaking at the launch event, he described the tool as a crucial step towards ensuring online safety and protecting citizens from digital threats.
₹10 Crore Returned to Cyber Fraud Victims
The launch ceremony also witnessed a moment of relief for many victims of online scams. In a special program, the state government distributed ₹10 crore recovered from various cyber financial crimes to affected individuals. CM Fadnavis personally handed over the cheques, stressing that the government’s mission goes beyond catching criminals — it also focuses on delivering justice to victims.
“Returning money to victims of cybercrime is as important as preventing the crime itself,” he said. “Our goal is to ensure that citizens feel safe both offline and online.”
The Growing Misuse of Social Media
While acknowledging the role of social media as a powerful platform for free expression, Fadnavis warned about its growing misuse. He pointed out several worrying trends, including:
- Hate speech and threats
- Circulation of fake news
- Drug trafficking networks
- Online financial fraud
- Foreign-linked cybercrimes
The Chief Minister cautioned citizens to be alert and not fall for attractive offers received via mobile phones, as these are often scams. He urged victims of online fraud to act quickly by calling helpline numbers 1930 or 1945.
‘Garuda Drishti’ – Maharashtra’s Digital Shield
The newly launched ‘Garuda Drishti’ platform is a product of local innovation and was developed at minimal cost through the Cyber Hack 2025 competition. The Intellectual Property Rights are held by the Nagpur Police, making it a homegrown solution for a growing global problem.
Since its trial phase, the tool has already shown impressive results:
- 30,000 social media posts monitored for potential threats and illegal activity.
- 650 offensive posts identified and removed from various platforms.
- Prevention of multiple law-and-order disruptions caused by rumours and inflammatory content.
