Mumbai Flyover Repair Cost Hiked by 52% to ₹48.03 Crore

Mumbai: BMC Proposes 52% Hike in Flyover Repair Costs to ₹48.03 Crore, Deadline Extended to March 2027

The Brihanmumbai Municipal Corporation (BMC) has proposed increasing the repair budget for four Mumbai flyovers from ₹31.76 crore to ₹48.03 crore after a structural assessment identified further deterioration in three flyovers along the Santacruz–Chembur Link Road (SCLR). The civic body has also proposed extending the project deadline by six months, until March 2027.

Mumbai: The Brihanmumbai Municipal Corporation (BMC) has proposed an additional expenditure of ₹16.26 crore for the repair and strengthening of four flyovers in Mumbai, raising the total estimated project cost to ₹48.03 crore from the original ₹31.76 crore. The revised estimate represents an increase of approximately 52 per cent.

The project covers the Swaminarayan Flyover on the Eastern Express Highway (EEH) and three flyovers along the Santacruz–Chembur Link Road (SCLR). The proposed works include structural reinforcement, along with the repair and replacement of bridge bearings to improve the structures' condition and safety.

Alongside the increased budget, the BMC has proposed extending the completion schedule by six months, moving the deadline from September 2026 to March 2027.

IIT Bombay Assessment Leads to Revised Repair Plan

The decision to expand the repair work follows a structural assessment conducted by IIT Bombay in July 2025. The evaluation identified further deterioration in three flyovers on the SCLR, indicating the need for additional repairs beyond those included in the original plan.

The initial repair estimates were prepared in May 2023 by the BMC's consultant, M/s Structronics Consulting Engineers. Following the latest assessment, the civic body reviewed the scope of work and revised the projected expenditure.

The BMC has approached its Standing Committee for approval of the additional ₹16.26 crore, including applicable taxes. According to the civic body's agenda, the Technical Cost Variation Committee unanimously approved the proposed cost increase on April 21, 2026.

The revised schedule would give the contractor until March 2027 to complete the expanded work, compared with the earlier target of September 2026.

Meanwhile, repairs to the Swaminarayan Flyover on the Eastern Express Highway, undertaken following an IIT Bombay structural audit, began in June 2025. The work was scheduled to take approximately 15 months to complete.

SCLR Remains a Key Mumbai Road Corridor

The 6.45-kilometre Santacruz–Chembur Link Road serves as an important east–west connection in Mumbai, linking the Western Express Highway at Santacruz with the Eastern Express Highway at Chembur.

The corridor was developed as part of the World Bank-funded Mumbai Urban Transport Project, with an initial project cost of ₹454 crore. Subsequent construction was funded by the Mumbai Metropolitan Region Development Authority (MMRDA), which transferred responsibility for managing the corridor to the BMC in 2015.

The proposed repairs aim to address structural deterioration in the affected flyovers and strengthen key road infrastructure along one of Mumbai's important traffic corridors.
