Kamathipura Redevelopment Deal Signed, Construction Expected to Begin Around Diwali

MHADA Signs Development Agreement for 34-Acre Kamathipura Cluster

The Maharashtra Housing and Area Development Authority (MHADA) has taken a major step toward the redevelopment of Kamathipura in South Mumbai. On September 17, 2026, MHADA signed a Construction and Development Agency (C&DA) agreement with Bhagirathi Housing Pvt. Ltd. and Maathi Developers Pvt. Ltd. for the redevelopment of the 34-acre area under the cluster redevelopment model.

The agreement was signed through MHADA’s Mumbai Building Repairs and Reconstruction Board at the authority’s headquarters in Bandra East. Construction activity is expected to begin around Diwali, subject to the completion of important planning, eligibility and consent-related processes.

The redevelopment covers Lanes 1 to 15 and includes hundreds of old buildings, residential and commercial premises, religious structures and civic facilities. MHADA is serving as the nodal agency and Special Planning Authority for the project under Regulation 33(9) of DCPR 2034.

Project Covers More Than 8,000 Residential and Commercial Occupants

The Kamathipura redevelopment project involves approximately 8,001 residential and commercial occupants. This includes around 6,625 residential occupants and 1,376 commercial occupants, along with nearly 800 landowners.

The area also includes about 475 cessed buildings, 249 non-cessed buildings, 14 religious places and two civic schools. The large number of buildings, occupants and landowners has made the redevelopment a complex project requiring coordinated planning.

MHADA officials, including Vice President and CEO Sanjeev Jaiswal, are overseeing the authority’s role in advancing major redevelopment initiatives and housing-related projects across Mumbai.

Cluster Redevelopment Aims to Improve Safety and Living Conditions

Many structures in Kamathipura are several decades old and require substantial redevelopment. The cluster approach is designed to allow an entire precinct to be planned together instead of rebuilding individual buildings separately.

The proposed redevelopment is expected to provide safer and more modern housing while improving infrastructure, roads, public spaces and other basic facilities.

Earlier project plans had included rehabilitation buildings and sale components with taller towers as part of the overall development model. Landowners are also expected to receive rehabilitation benefits based on the applicable redevelopment framework.

Master Plan and Eligibility Process Still Pending

Although the C&DA agreement marks an important milestone, several steps remain before the full redevelopment can move ahead.

A detailed master plan is expected to establish the layout and development strategy for the area. A feasibility and planning process will also address eligibility requirements, resident participation and consent-related matters.

These steps are important because the project involves thousands of occupants and a large number of property interests. The final implementation will depend on the approved plan and the applicable rehabilitation and redevelopment rules.

Residents Look Forward to a New Chapter for Kamathipura

Kamathipura has a long and complex history dating back to the development of Mumbai as a major port and commercial city. Over the years, the neighborhood became known for several communities, businesses, workshops, residential chawls and its historic red-light district.

The character of the area has changed significantly over the decades. The presence of sex work has reduced substantially compared with earlier periods, while many older buildings have continued to serve as homes and commercial spaces.

Today, residents and property stakeholders are looking toward redevelopment as an opportunity to improve living conditions and create better-planned surroundings.

Redevelopment Could Transform the Historic Neighborhood

The project is expected to bring a significant physical transformation to Kamathipura. Old and aging structures can gradually make way for planned buildings with improved infrastructure and modern amenities.

The redevelopment also presents an opportunity to retain elements of Kamathipura’s social and cultural identity while creating safer and more functional urban spaces.

Architects and planners involved in the project have emphasized the importance of considering the neighborhood’s history and community character while preparing the master plan.

Diwali Could Mark the Start of Construction Activity

With the C&DA agreement now signed, the project has moved closer to the construction stage. Work is expected to begin around Diwali once the necessary planning and procedural requirements are completed.

For thousands of residents, landowners and commercial occupants, the redevelopment could mark the beginning of a major change in one of Mumbai’s most historic neighborhoods.

The next phase will focus on finalizing the master plan, determining eligibility, completing the required consent process and establishing the rehabilitation framework. Once these steps are completed, the 34-acre Kamathipura cluster could enter a new phase of planned urban development.
