Maharashtra Plans 4 State-Owned Ports in Konkan, Targets ₹5,000 Crore in Revenue

Maharashtra Plans 4 State-Owned Ports in Konkan, Targets ₹5,000 Crore in Revenue

Maharashtra is planning to develop four state-owned ports across the Konkan region to increase government revenue and strengthen its coastal infrastructure. State Ports Minister Nitesh Rane said the Maharashtra Maritime Board (MMB) is preparing a plan to establish one port each in Palghar, Raigad, Ratnagiri, and Sindhudurg.

The proposed projects aim to transform the state's port management model and increase annual revenue. According to Rane, preliminary estimates suggest that the four ports could generate nearly ₹5,000 crore for the state government.

Maharashtra Plans New Ports in 4 Konkan Districts

Under the Viksit Maharashtra 2047 initiative, the state government plans to develop and operate four ports along the Konkan coast. The proposed locations include Palghar, Raigad, Ratnagiri, and Sindhudurg.

The Maharashtra Maritime Board is working on the plan, which is expected to give the government a more direct role in developing and managing port infrastructure.

The initiative aims to strengthen Maharashtra's maritime sector, support coastal economic activity, and create new opportunities for revenue generation.

Maharashtra Earns ₹250 Crore Annually From Existing Ports

At present, the Maharashtra ports department earns approximately ₹250 crore annually through royalties paid by operators of 48 non-major ports and jetties.

Under the existing model, the government leases public coastal land to private companies, which develop and operate the ports. The state receives royalty payments while private operators manage port operations and logistics.

The proposed state-owned ports would mark a major change in this approach by giving the government a more direct role in port development and operations.

4 New Ports Could Generate ₹5,000 Crore

According to Nitesh Rane, preliminary estimates indicate that the proposed projects could generate nearly ₹5,000 crore in revenue for the government.

The plan could help the ports department move beyond its current royalty-based income model and become a larger contributor to the state's finances.

However, the ₹5,000 crore figure is an early estimate, and further project details, including development costs, timelines, and revenue arrangements, will be needed to understand the full financial potential.

Vadhvan Port Project Adds to Maharashtra's Maritime Plans

Maharashtra is also involved in the major Vadhvan Port project near Dahanu in Palghar district. The state holds a 26% share in the project, which has an estimated cost of ₹76,000 crore.

Construction began in August 2024, and the port is expected to be completed by 2030. The project is expected to strengthen the state's maritime infrastructure and contribute to long-term economic growth.

Together, the Vadhvan Port project and the proposed state-owned ports reflect Maharashtra's broader focus on expanding its coastal infrastructure and improving revenue from maritime activities.

What the Four Proposed Ports Mean for Maharashtra

The proposed ports could strengthen the Konkan region's role in Maharashtra's maritime economy. Greater government involvement in port development may also create opportunities to improve logistics infrastructure, support businesses, and attract economic activity along the coast.

As the Maharashtra Maritime Board develops the plan, details about investment, implementation, and operational arrangements will determine how quickly the projects move forward.

The initiative represents an important step in Maharashtra's long-term infrastructure planning, with the potential to increase government revenue and support coastal development across four districts.
