The Maharashtra government is now planning a major overhaul of bike taxi regulations after reversing its controversial move to remove ride-hailing apps such as Uber, Ola and Rapido from Apple and Google app stores. Instead of pursuing a complete app crackdown, the state is now preparing stricter digital regulations that could require bike taxi operators to create Maharashtra-specific applications and implement geo-fencing technology for operations within the state.

The latest developments highlight Maharashtra’s increasing focus on balancing technology-driven transport services with tighter regulatory oversight and passenger safety standards. As urban mobility rapidly expands across Mumbai and other cities, the government is now shifting toward a more controlled policy framework aimed at strengthening enforcement without disrupting broader transport services used by lakhs of commuters daily.

Maharashtra Reverses App Delisting Decision After Centre’s Intervention

The policy shift comes just a day after Maharashtra was forced to reverse its earlier decision directing Apple and Google to remove Uber, Ola and Rapido apps over alleged violations related to bike taxi operations.

According to reports, Maharashtra’s cyber department had issued notices to both app stores on Friday asking them to delist the aggregator platforms. The apps were briefly removed on Friday night before being restored on Saturday following intervention from the Central government.

Transport department officials reportedly acknowledged that the move unintentionally affected not only bike taxi services but also regular cab and auto-rickshaw bookings operating through the same platforms.

Following the disruption, the companies reportedly approached the Centre. The Central government then contacted Maharashtra Chief Minister Devendra Fadnavis, after which instructions were issued to immediately restore the apps.

Maharashtra Plans Geo-Fenced Bike Taxi Applications

After the app removal controversy, the Maharashtra government is now planning stricter policy mechanisms instead of blanket restrictions.

According to officials, bike taxi aggregators may soon be required to develop Maharashtra-exclusive applications specifically linked to licence numbers approved by the state government.

The government is also planning to introduce geo-fencing systems that would restrict and monitor bike taxi operations within Maharashtra boundaries.

The proposed digital controls are aimed at improving traceability, monitoring compliance, and strengthening enforcement of state transport regulations.

Officials believe separate state-linked applications could help authorities prevent unauthorized operations while ensuring better accountability from aggregators.

Govt Accuses Operators of Violating Bike Taxi Policy

The Maharashtra government has accused bike taxi operators of violating several provisions of the bike taxi policy introduced by the state in September last year.

According to transport department officials, operators allegedly failed to comply with:

  • Mandatory electric vehicle deployment norms
  • Use of green-and-yellow commercial registration plates
  • Installation of safety dividers between riders and passengers

Authorities have also raised concerns regarding:

According to transport department officials quoted in reports, rash and negligent driving associated with some bike taxi operations poses serious public safety concerns.

The government is therefore focusing on stricter compliance systems instead of allowing unrestricted platform-based operations.

Officials believe the new geo-fencing and state-specific application requirements could improve regulatory monitoring while helping authorities track violations more effectively.

Maharashtra Govt To Hold Talks With Uber, Ola & Rapido

State Transport Minister Pratap Sarnaik has confirmed that the Maharashtra government will soon hold meetings with bike taxi operators to discuss implementation challenges and operational concerns.

According to Sarnaik, the government is open to considering practical difficulties faced by operators, particularly regarding the transition toward electric vehicles.

However, he also clarified that the government would not dilute safety norms or permit illegal operations within the state.

The minister further stated that operators may eventually be required to separate bike taxi services from larger transport platforms to prevent disruptions similar to those witnessed during the recent app removal episode.

New Policy Could Reshape Maharashtra’s Bike Taxi Sector

The latest developments indicate that Maharashtra is moving toward a more tightly regulated model for app-based bike taxi operations instead of pursuing outright bans.
