BMC Targets 52,000 New Homes in Three Years Under Mumbai Slum Redevelopment Plan

The Brihanmumbai Municipal Corporation (BMC) is targeting the construction of more than 52,000 homes over the next three years under its slum redevelopment program. The initiative aims to improve housing conditions for eligible residents across Mumbai and provide them with better living spaces.

The civic body has issued work orders for 24 redevelopment schemes and finalized developers for nine additional projects. This brings the total number of schemes to 33, with work orders for the remaining projects expected within the next one to two months.

BMC Advances 33 Slum Redevelopment Projects Across Mumbai

The redevelopment program covers slum pockets across Mumbai where the BMC has been appointed as the planning authority. The initiative gained momentum after the Maharashtra government issued a resolution in 2024, allowing the civic body to work jointly with the Slum Rehabilitation Authority (SRA) on redevelopment projects.

Initially, 64 slum pockets were brought under the initiative. However, following subsequent government decisions, the BMC became the planning authority for 33 schemes.

Of these, work orders have been issued for 24 schemes, while developers have been selected for the remaining nine. The civic body plans to move forward with the projects and ensure that construction is completed within the prescribed timeline.

Eligible Residents to Receive Homes Measuring Over 350 Square Feet

Under the redevelopment plan, every eligible resident will receive a flat measuring more than 350 square feet. The BMC said residents' eligibility will be determined through a detailed verification process conducted at the respective civic ward offices.

Developers will also be responsible for providing temporary or alternative accommodation to eligible residents during construction. Where applicable, they must provide rental assistance to help families manage their housing needs until redevelopment work is completed.

These provisions are intended to reduce the difficulties residents may face while their existing homes are being redeveloped.

Three-Year Deadline for Developers

The BMC has set a target of completing each redevelopment scheme within three years from the commencement of project work. The civic body has finalized developers through repeated Expressions of Interest (EOI) processes to move forward with projects that were awaiting implementation.

Some developers that have shown interest in the redevelopment schemes include Dev Engineers, Labdhi Lifestyle Ltd., Skywalk Infraprojects Pvt. Ltd., Kabra Estate and Investment Consultants, Vaibhavlaxmi Builders and Developers, and Stay Housing Pvt. Ltd.

A senior official from the BMC's Estate Department said the civic body would monitor the projects and work to ensure timely completion.

Why Some Mumbai Slum Redevelopment Schemes Remain Pending

Although the BMC initially received responsibility for 64 slum redevelopment schemes, several projects were later moved to different agencies or faced other challenges.

One scheme was transferred to the SRA under an amnesty arrangement. Another 18 schemes in the Govandi-Mankhurd belt along the Ghatkopar-Mankhurd Link Road were taken back by the state government for cluster redevelopment.

Additionally, 12 schemes in the Santosh Nagar area of the P-North ward are facing litigation involving a private party. One scheme has been taken up by the BMC's Solid Waste Management Department, while two others remain on hold before the BMC-SRA grievance committee.

According to the civic official, the authorities expect to address the pending issues and move the affected projects forward.

State Government Pushes for Faster Slum Redevelopment

The state government's decision to involve other agencies in slum redevelopment during 2024 and 2025 followed concerns over delays in several SRA projects. The move was intended to improve implementation and speed up housing delivery.

With developers now finalized for all 33 schemes under its planning authority, the BMC is preparing to advance the remaining projects.

If the planned timelines are met, the initiative could provide more than 52,000 homes over the next three years, offering eligible residents improved housing and helping Mumbai make progress toward better living conditions in its slum communities.
