Maharashtra is preparing to introduce India's first dedicated law for blockchain-based property tokenization, a move that could reshape how real estate assets are owned, traded, and financed. The proposed DELTA (Maharashtra Digitization and Exchange of Land Token Assets) Act aims to create a legal framework that allows immovable properties to be converted into blockchain-backed digital tokens while ensuring transparency, ownership security, and faster transactions.

The proposal was reviewed during a high-level meeting chaired by Chief Minister Devendra Fadnavis at Sahyadri Guest House. The state government has directed officials to begin drafting the legislation, which could position Maharashtra as a national leader in digital real estate innovation.

DELTA Act Aims to Unlock Hidden Value of Real Estate

The Maharashtra government believes that large amounts of value remain locked in land and real estate assets. Through blockchain-based tokenization, property owners may be able to unlock this value by creating digital tokens linked to their properties.

Officials say the initiative could improve liquidity in the real estate sector, simplify investment opportunities, and create new sources of revenue for both property owners and the state government. The proposal also supports Maharashtra's broader goal of becoming a USD 1 trillion economy by 2030 through technology-driven economic reforms.

Expert Committee to Draft Legal Framework

To develop a strong regulatory system, the Chief Minister has directed the Urban Development Department and the Law and Judiciary Department to form a committee of experts.

The committee will include representatives from the Securities and Exchange Board of India (SEBI), the Bombay Stock Exchange (BSE), the National Stock Exchange (NSE), along with legal, financial, and blockchain technology specialists. Their responsibility will be to prepare a detailed legal framework that aligns with existing Indian regulations while supporting secure digital property transactions.

Blockchain to Improve Transparency and Ownership Protection

The proposed DELTA Act is expected to use blockchain technology to create secure digital records of property ownership. Since blockchain stores information in an encrypted and tamper-resistant manner, officials believe it can reduce fraud, improve record accuracy, and increase transparency across the real estate sector.

The government also wants the law to provide clear legal protection for property owners while making transactions faster and more efficient. Digital tokenization could also support quicker mortgage processing and simplify the transfer of property ownership.

Global Models Will Guide Maharashtra’s New Law

Before finalizing the legislation, Maharashtra will study successful international examples of blockchain-based real estate systems and examine the regulatory approach adopted by the Government of India for digital assets.

Officials have been instructed to evaluate global best practices to ensure that the DELTA Act follows internationally accepted standards while addressing India's legal and financial requirements.

Countries including the United Arab Emirates, Singapore, and several European markets have already explored or launched blockchain-enabled property tokenization projects, demonstrating how digital assets can improve investment access and transaction efficiency.

If implemented successfully, the DELTA Act could modernize Maharashtra's property ecosystem by introducing a legally recognized framework for digital real estate assets.
