Gautam Adani Calls for New Credit Framework to Recognize India’s Growing Infrastructure Value

Adani Group Chairman Gautam Adani says traditional rating models may overlook the wider economic benefits created by large infrastructure projects across India.

Adani Group Chairman Gautam Adani has called for a broader credit assessment system for major infrastructure projects, saying conventional rating methods may not fully reflect the economic value created by large, interconnected developments.

Speaking at CareEdge Group’s “Infrastructure Landscape: Vision for Viksit Bharat” conclave, Adani said India’s infrastructure sector has entered a new phase. According to him, projects are no longer being developed only to meet existing demand. Many are creating new industries, business opportunities, jobs and supporting ecosystems.

Gautam Adani Seeks Wider Infrastructure Rating Approach

Adani said India does not need relaxed financial scrutiny, but it does need rating systems that can look beyond the performance of a single asset.

He explained that many traditional analytical models were created when infrastructure projects were developed gradually, demand was easier to predict and individual assets could be assessed separately.

The infrastructure being developed today is more complex, he said. Large ports, renewable energy projects, logistics networks and industrial hubs can influence several sectors at the same time.

Adani argued that credit assessment should therefore consider the broader economic impact of such projects while continuing to maintain strong risk standards.

Mundra Port Shows the Power of Infrastructure Ecosystems

Adani highlighted Mundra Port in Gujarat as an example of how a single infrastructure project can grow into a much larger economic platform.

The port has developed connections with rail networks, logistics facilities, power plants, industrial areas, traders and manufacturers. These connected businesses have helped create a broader economic ecosystem around the original infrastructure asset.

Adani said traditional financial models that focus mainly on the cash flow of an individual project may not fully capture this wider value.

He described this model as “platform infrastructure,” where different parts of an ecosystem support and strengthen one another.

Vizhinjam Port Highlights New Infrastructure Potential

Adani also pointed to Vizhinjam Port in Kerala as another example.

According to him, the project initially faced challenges in attracting capital because of its scale, complexity and associated risks. However, the port later achieved significant operational progress.

Adani said Vizhinjam became the fastest Indian port to reach two million TEUs within 18 months.

He said major strategic infrastructure should be evaluated not only on direct financial returns but also on how it can strengthen national resilience and support wider economic activity.

Adani Divides Infrastructure Into Three Categories

Adani proposed looking at infrastructure through three broad categories:

  • Replacement infrastructure, which replaces or upgrades existing assets.
  • Growth infrastructure, which supports rising demand and economic expansion.
  • Platform infrastructure, which creates new demand, industries and interconnected business ecosystems.

He said traditional credit rating frameworks can work effectively for replacement infrastructure because its demand and financial performance are generally easier to estimate.

However, growth and platform infrastructure can require a wider approach because their economic benefits may extend well beyond the individual project.

Khavda Project Could Support India’s AI Economy

Adani also connected India’s infrastructure development with the rapid growth of artificial intelligence.

He said AI may appear to be primarily a software-driven technology, but its growth ultimately depends on physical infrastructure. This includes electricity, data centers, cooling systems, transmission networks and suitable land.

Adani cited the Khavda renewable energy project as an example of infrastructure that could have a broader role than power generation alone.

He said large energy platforms could support data centers, advanced manufacturing, digital infrastructure and other industries linked to India’s emerging AI ecosystem.

India Could Lead a New Global Credit Framework

Adani urged CareEdge to consider developing a comprehensive credit framework specifically for integrated platform infrastructure.

He said such a system could account for factors such as ecosystem multipliers, connected business opportunities and the strategic importance of large infrastructure platforms.

Adani questioned why India should not develop a globally recognized framework for evaluating this new generation of infrastructure projects.

He emphasized that the proposal is not about lowering standards. Instead, he called for more dynamic assessment methods that can recognize wider economic benefits while continuing to evaluate financial and operational risks independently.

India’s Infrastructure Ambitions Are Expanding

Adani said India has changed significantly from the period when limited resources, capabilities and confidence restricted the scale of infrastructure ambitions.

He said the country now has stronger resources, greater capabilities and increased confidence to pursue projects that were once considered difficult to achieve.

Reflecting on his own experience, Adani said successful institution-building requires more than ideas and ambition. He said credibility creates trust, trust helps unlock capital, and capital can turn large ambitions into reality.

His comments come as India continues to expand its infrastructure base across ports, renewable energy, logistics, manufacturing and digital infrastructure. A broader credit assessment approach, he suggested, could help financial institutions better understand the long-term economic potential of these large, interconnected projects.
